CF - Criticality Factor. It is the multiplier number for each feature, to be used when calculating penalties on deliverables, in case of bugs or delivery missing. The higher, the most critical the feature is.

Proposal

When unspecified, actions are performed by the voter:

  •  registers for Fax voting in front of at least 2 authorized people: shows its ID; chooses maximum of 2 fax numbers to use for sending his Fax Ballots; receives a VoterCode; each of the 3 parties receive a paper receipt
  •  receives Fax Ballot via mail in unmarked envelope to his registered address. Fax Ballot has a Top Part with info and data about user (and witness), and a Bottom Part with space for preference expression and no other reference except a Bottom Part Code. Fax Ballot has a unique Ballot which is randomly generated and then marked by electoral board as belonging to that eligible voter.
  •  Writes in a safe place (wallet, etc) the Bottom Part Code of his Ballot.
  •  Approaches a Fax machine that is connected to the land line he has given at time of registration
      •   Includes other identifying information (SSN, date of birth, etc.)
      •   Folds the Ballot at the junction of the Top Part and the Bottom Part
      •   (yes/no) Has a qualified witness co-sign the Top Part, testifying the identity of the person submitting the Ballot and testifying no-one is witnessing the following steps 3.4 and 3.5
      •   Gets away from view of the witness, marks his preference(s), signs.
      •   Sends Fax Ballot through to a specific voting fax number. Gets a full receipt that includes a copy of the sent page. Discards such receipt
  •  All faxes are received into 2 parallel industrial-strength fax machines, connected to a land line that has direct wire connection to the "national central switch" of a local national land line telephone provider. Fax machines are enclosed into "Fax Safes" (i.e. steel boxes with a door) with multiple keys for opening. Fax Safes only open when X out of Y keys are inserted. Each Electoral Board Member (EBM) has a single key
    •   When fax voting period has expired, at least X in Y EBM join together in the Fax Safe room, insert their key in the safe and open the Safe door.
    •   Under their supervision a staff member:
        •    collects the received faxes, while faxes are face down.
        •    proceed to cut set of 50-100 faxes exactly at the junction of the Top Part and the Bottom Part.
        •    Top Parts and Bottom Parts are store in separate boxes
        •    EBMs validate the Top Parts by verifying signature and other identifying data for the fax voter and his chosen witness.
        •    EBMs validate the Bottom Parts by ensuring voter marks have been properly added to each received Fax Ballot.
        •    EBMs count the votes and record on a paper register the Bottom Part Code and the preference expressed on each received Fax Ballot
    •   EBMs publish widely through multiple medias, including a website, the totals of the vote and a list of all Bottom Part Codes and corresponding preference expressed.
    • Voting organizers ensure, through proper incentives, that at least 1% of voters do check the correspondence of their Bottom Part Code and their express preference.
    • Boxes containing Top Parts and Bottom Parts are maintained in a safe and guarded place and always available for a recount.
