Each user connecting to the Partecs web server will first login in the following self-explanatory login page.

New users, users who have never used the system before, will be asked to register. This registration can be the only necessary step to participation or the administrators can choose to force new registrants to await approval.

Partecs offers the ability to allow organizations to register as representative of a larger number of users who may not be able to participate. The "representativity" or an organization or individual will be determined by asking a large number of additional questions.

Using the metaphor of the "commission" and "assembly" familiar to parliamentarians, users are greeted with a list of currently open commissions like the following one:

Of course, users will also have the ability to suggest a new commissions with a form asking for information setting the limits, responsibilities, metadata, and rules for the commissions like the following example.

After a commission has been proposed, it must await a certain number of "seconds" from other users — within a certain period of time — if the proposed commission will move to the open commission page previewed above.

Commissions contain the text of the proposal plus a place for participation and for discussion, amendments and sub-proposals.

Of course, the entire user experience can be configured through a series of "options" screens like the one in the following example.

In addition to just web-based use, users of the system can choose to interact with the software using email, FAX, or even snail mail. This is done through the use of an "interactive newsletter" that not only gives samples, and full examples, from the most highly rated, and the most relevant comissiosn, assmeblies, and content in the system but also allows users to interact with the software in an asynchronous non-web manner.

In addition to decision-making components, Partecs offers a Participatory Knowledge Base to allow for the participatory creation and classification of knowledge in ways that will inform the decision-making process. The following screen is an example of the welcome screen to the PKB.

Each users is given a home folder where they can upload their own content as well as store information about the categorization and links to other information in the system.

Users are also given the ability to upload new content into the system. The first step in uploading new content is to select the type of document that will be uploaded.

After choosing the time — in this example, a text document — users are asked to provide the document itself.

Users of the PKB can also browse newly submitted documents or documents sorted by rating, relevance, or any number of categorization or cross-categorization.
